Project Overview

Timetanium supported SC Connect during the ECI competitive tender phase for The Wave Stage 1 Brownfield package within a major Queensland rail infrastructure program. In a bid environment with strict assurance requirements, the Alliance needed a credible, integrated program that demonstrated achievability, transparency of risk, and alignment across design, construction and commercial streams within compressed timeframes. Timetanium was engaged to provide senior program controls leadership during the bid phase, supporting the Alliance Management Team to develop a defensible, risk-informed Alliance Program.

The Challenge

The ECI tender combined complex brownfield constraints with live rail operations and multiple interfaces, creating significant schedule and delivery risk. Design development and construction planning ran concurrently, requiring clear logic and release strategies to keep the program achievable. The Principal expected strong schedule credibility, governance alignment and transparent risk and contingency assumptions. Tight bid timeframes across multiple Tier 1 partners and technical disciplines added coordination pressure. The Alliance needed one coherent Alliance Program to support informed commercial decisions while withstanding assurance scrutiny.

Our Approach

Timetanium embedded within the bid team and positioned the Alliance Program as a central decision-making and assurance tool, not a standalone submission artefact. We developed an integrated, logic-driven program aligned to governance and bid requirements and facilitated multidisciplinary planning workshops to validate sequencing, production rates and interface logic. We aligned design maturity, early works and access constraints into a single, coherent delivery narrative. Planning techniques were applied to strengthen confidence in key milestones and overall delivery timeframes, supporting strategic decision-making and bid positioning.

The Solution

The bid was underpinned by a coherent, defensible Alliance Program that clearly articulated delivery logic and critical path drivers. Timetanium improved transparency of schedule risk and contingency assumptions, enabling stronger commercial and governance decisions throughout bid development. By structuring the controls framework to support transition into delivery, the Alliance gained continuity beyond submission and a program that was ready to be used as a practical delivery tool post-award. Overall, the work strengthened schedule credibility, assurance readiness and alignment across technical, commercial and leadership streams.
